Mountaineer Resources, Inc., a sister company to Industrial Resources, Inc., was contracted by Turn-Key Processing Solutions (TPS) to assist in constructing a turnkey frac sand screening facility for Black Mountain Sand’s Vest Mine near Kermit, Texas. This facility will produce a high quality, cost effective regional sand that will be used within the oil and gas industry.
This turnkey frac sand screening facility project includes:
- Access to the site
- Site preparation
- Engineering
- Design
- Detail
- Fabrication
- Erection of the facility
The project will also include engineering, design and placement of nearly 30,000 cubic yards of concrete for the various foundations for the facility.
“Delbert Davis, construction manager for Industrial Resources, was contacted by a representative of TPS, to see if Mountaineer Resources, Inc. would be interested in the field installation of this frac sand plant project,” said Phil Burnside, president of Industrial Resources, Inc. and Mountaineer Resources, Inc. “Following a few meetings and conference calls, the opportunity to work with the TPS team, became reality.”
Mountaineer Resources, Inc., was issued a Purchase Order and a Master Sub-Contract Agreement by TPS requesting their manpower to be on site and to start their scope of work for the construction of the turnkey frac sand screening facility August 8, 2017.
Mountaineer Resources, Inc. | Vest Mine Site Project
Mountaineer Resources’, Inc., scope of work includes:
- Providing and operating large cranes on-site
- Assisting with steel erection
- Hanging ductwork
- Assembling and erecting conveyors and trippers
- Installing feeders and conveyors inside the reclaim tunnels
- Assisting with pipe installation and providing general labor support to ensure timely completion
Mountaineer Resources, Inc., will also be working with Big Bull Construction, LLC, to erect 1.2 million pounds of steel. In addition, Mountaineer Resources, Inc., will be setting equipment throughout the project site including the wet plant area, dry plant area and reclaim tunnels.
“One of the primary objectives of this project was that all contractors must understand the importance of placing safety first, working as a team member and providing the customer with a quality project,” explained Burnside.
Currently, there are 30 Mountaineer employees working on the Vest site project. Mountaineer Resources, Inc., added additional manpower on October 10, 2017, to start working on the afternoon shift. In the future, Mountaineer Resources, Inc., will be employing additional personnel to start construction on another frac sand plant project at the El-Dorado site, which is within a five-mile radius of the Vest mine site.
Mountaineer Resources, Inc., began the project August 8 and will be on site as the frac sand facility is projected to start processing some high quality sand in the 4th quarter of 2017. The project is scheduled to be completed in early 2018.

This Vest Mine frac sand processing facility project located near Kermit, Texas, is in the desert sands of Winkler County that contains a high quality, particular sand particle that once it is produced is what is needed in the oil and gas industry to frac their gas wells. This type of sand will allow customers of Black Mountain Sand to maximize the fracturing process.
Frac Sand is a high-purity, crush-resistant quartz, round grain sand that is durable and used by the petroleum industry.
Frac sand is used in hydraulic fracturing (fracking) to produce petroleum fluids such as:
- Oil
- Natural gas
- Natural gas liquids from rock units that do not have the correct pore space to hold the fluids
